在看Kristy's Great Idea:

I thought about Sam. Now, he is pretty goodlooking with dark curly hair and sparkly blue eyes and a few freckles, but he was wearing jeans so ratty he’d once promised Mom he’d throw them away (but then hadn’t been able to go through with it), and a T-shirt that said: I KNOW YOU ARE, BUT WHAT AM I? To top it off, he was mad.

请教but then hadn’t been able to go through with it是不是“此时还没来得及扔”的意思？

这儿联系上文的throw them away, 翻译成" 还没扔，还没来得及扔"，应该没什么问题吧。

Q 2.    to top it off :  通常有几个意思： 1. best of all  最妙的是
                                                                         2. worst of all 最糟糕的是；
                                                                        3 .更有甚者；
                如果下文是写他如何mad，我想应该第三个意思更为贴切。

哦，go through with it也不完全是没来得及扔的意思。。你看一下上下文，这段话是说，Sam是个长得挺好看的男孩儿，不过他穿着上特邋遢，他的牛仔裤穿破了都不扔，呵呵，国外很多孩子是这样的，裤子就喜欢一条，天天穿，尤其是teenage的孩子，有点怪癖一样，Sam正是这样的，所以他虽然答应了妈妈要扔那条裤子，但他心里还是过不去，他也就不扔。。所以是拖着不扔。

To top it off，就是总而言之的意思啦。
